    The Subcontracts Manager will be responsible for providing all aspects of subcontract management in support of project and corporate strategies.

    Responsibilities

    • Must have strong leadership, negotiation, communication and interpersonal skills.
    • Shall have demonstrated experience with the entire subcontracting process. All pre-award and post-award activities. Oversee the preparation and issue of Request for Quote (RFQ) to selected bidders as per project contracting strategy and organize commercial and technical bid clarifications with internal disciplines and supervision.
    • Experience in technical coordination of subcontracts.
    • Review quotations of bidders and provide a bid analyses to issue recommendation for award.
    • Provide advice and support to contract teams on contractual requirements during the life of the projects, including: insurance certificates, bank guarantees, parent company guarantees. Support contract negotiations based on understanding of contractual and legal risks and opportunities.
    • Drive negotiations in close cooperation with Project Manager to arrive at most favorable situation for SI.
    • Lead Change Order and claim management and administration.
    • Lead completion, acceptance and other contract close-out formalities.
    • Lead compliance matters, including investigations, where qualifications and experience are relevant.
    • Lead management and resolution of contentious matters with subcontractors.
    • Participate in project planning and execution discussions.
    • Participate in project meetings as required and serve as department’s representative in project review meetings with management.
    • Support the development of procedures and application of best practices and work instructions for the Subcontracts group to promote consistency and standardization.
    • Build and develop relationships with key subcontractors.
    • Liaise with the accounts payable department to ensure accurate and timely payment of invoices.
    • Monitor the subcontractor’s progress, review daily subcontract reports, review subcontractor’s initiated reports and correspondence for claim related issues, and manage approved changes to the subcontract scope of work.
    • Validate subcontractor’s monthly progress payments and invoices, monitor subcontractor account and/or time and material reports, and coordinate subcontractor’s activities with work performed by others where required.
    • Operate with considerable latitude, exercising independent judgment, and utilizing construction knowledge and experience in resolution of typical questions and problems, which may arise at the jobsite or home office.

    Qualifications

    • A minimum of ten years (10) of Subcontract management experience in heavy industrial construction services or equivalent. Both jobsite and home office experience preferred.
    • Experience in subcontracting of various industrial specialty services for the oil and gas, refining and/or petrochemical industries is desirable.
    • A minimum of three (3) to five (5) years supervisory experience incorporating the development and administration of personnel.
    • Excellent negotiation skills and knowledge of commercial terms and conditions
    • In depth knowledge of “best practices” in subcontracting
    • Excellent verbal and written communications skills
    • Professional, ethical, team player willing to grow with the company
    • Ability to manage several tasks simultaneously and work in an environment of changing priorities
    • Skilled in the use of word processing, spreadsheets, and database applications.
    • Willingness to work from project site locations as required
